Two important questions linked to democratic processes have arisen from an experiment in political participation in the 20th "arrondissement" of Paris. Firstly what happens when citizens are allowed to speak as part of the general political debate? Secondly can we apply this procedure to larger systems based upon participation and communication within a community?
