Three main concepts - community, society and the public sphere - are required to conceptualize the links between citizenship and local media. Using a dynamic and empirical perspective, the paper aims mainly to examine the structural process which governs the socio-political change of social communication in a given socio-historical context. The site chosen for study is the Reunion Island (France) where the socio-political genesis of a local public sphere and citizenship today can be analyzed. The anthropological relations of this French local community to space and time and to the Other is undergoing profound change.
