The Collective Management Institution (LMK) is the solution of the Copyright Act 2014 against the creators who are experiencing difficulties in managing / managing the economic rights that the creator receives from the commercialization of his creations. National LMK established an agency Coordinator of the Drawing and Distribution Implementation of Royalties, namely KP3R duty to collect, collect and give royalties to those who have rights. KP3R performs several matters concerning LMK's duties. Where KP3R's role and function in managing the Copyright and Related Rights license for the use of music recording songs / works for commercial purposes is an alliance of LMK which has obtained operational permit which should be the role and function based on the Law mandate -The Copyright Act is implemented by LMK. So that problems arise related to the implementation of the role of the institution related to the collection of royalties. Type of research conducted in this research is applied-normative legal research, namely legal research on the enforcement or implementation of normative law provisions in action on every legal event that is related to the process of collecting and distributing royalties by LMK. Type of research used in this research is descriptive. Primary data obtained directly from field observation through interview and secondary data through literature study. Based on the results of research many home singing managers who do not know LMK. So many singing houses do not cooperate with LMK. In research the home parties sing more familiar with YKCI institutions, WAMI, RAI than KP3R (WAMI). Which KP3R is the executor of royalty collection mandated by LMKN. The legal certainty regarding LMK and KP3R raises the dualism of legal entities authorized to withdraw royalties. In order to withdraw the royalty KP3R set the high tariff rate without doing the classification of the area so that raises objections for the house to sing. The reason is that the house singing (karaoke place) has not cooperated with LMK. Therefore, socialization related to LMK and KP3R as well as a review of tariffs established by KP3R is required, so that the implementation of roles in the collection and distribution of royalties for some singing houses can be effective and tangible
