PERILAKU MASYARAKAT MEMBUANG SAMPAH KE SELOKAN: Studi Kasus di RW 6 Kelurahan Sukamerindu Kecamatan Sungai Serut Kota Bengkulu

Rukun Warga (RW) 6 Sukamerindu Sub-District of Sungai Serut Sub-district of Bengkulu City is an urban area inhabited by dense population. In the area of RW 6 is a ditch that flows to the North Sukamerindu Village. Residents of RW 6 throw garbage into sewers. The purpose of this study is to see the values contained behind the behavior of residents RW 6 Sukamerindu Village in throwing waste into the gutter. This research uses qualitative method. Informant in this research are housewife. Data collection is done using in-depth interview technique, observation and documentation. Result of research indicate that garbage problem happened in RW 6 area is complex problem. In this RW 6 area there is no common garbage box, the way to dispose garbage done by the community is thrown into a ditch. The absence of this garbage box because there is no government assistance, narrow road access that can not be bypassed by garbage trucks or garbage carts and the community does not pay the hygiene levy fee. This waste disposal behavior is done by housewives. There is no prohibition from the government to the public in disposing of garbage into sewers. The government only gives a reprimand to the community but is not followed by supervision on the behavior of people to throw garbage into sewers. This lack of supervision is due to poor sanitation personnel. The lack of personnel of this cleanliness because the cost of handling waste from the city of Bengkulu budget is not proportional to the operational costs of waste, waste handling costs are smaller than the operational costs of waste management required. This waste disposal into this ditch has been done for more than 30 years. The pattern of public relations in RW 6 is an individual society, this is reflected in the absence of people who mutually reprimand or prohibit people who throw garbage into sewers.
