Nowadays the main phenomenon on the international level is the constitution of the global system concerning science and research. Consequently the policy of science, research and high-education from the one, and technologies development from the other side appear as the main factors inside the International Relations. The following considerations extrapolate the main motifs also as a new theoretical orientation in the International Relations like the turns (cultural, technological and spatial), the spatiality as a paradigms of International Relation, then the changes and challenges in the high-education system with the example of the transformation of education and science in Poland after 1989.Nowadays the main phenomenon on the international level is the constitution of the global system concerning science and research.
