The construction industry has poor safety records in globally. Improving safety has been an important goal for the WorkCover, Australia. Setting up a rating system for contractors that evaluates them on their safety records and the workplace safety programs in place would be a good strategy towards this goal. This paper proposes a model that serves this purpose. The proposed model can derive a safety index for a contractor, which may be utilised as one of the factors for tender evaluations by clients whereby better-rated contractors may be favoured.
