This is the first history of parliamentary representation and suffrage in all the States which became members of the German Kaiserreich. The history of male suffrage is traced back in the international and constitutional framweork resulting from the Wien Congress in 1815 to 1848. The introduction of general male suffrage is explained within the liberal-democratic attempt of 1848-49 and the passage from a German Bund to a Northern German League in 1867 as reshaped by Bismarck. The symbolic functions of general male suffrage are best explained when confronted with the different types of suffrage adopted in the Member States of the German Empire.
