Il voto apolitico. Il sogno tedesco della rappresentanza moderna (1815-1918)

This is the first history of parliamentary representation and suffrage in all the States which became members of the German Kaiserreich. The history of male suffrage is traced back in the international and constitutional framweork resulting from the Wien Congress in 1815 to 1848. The introduction of general male suffrage is explained within the liberal-democratic attempt of 1848-49 and the passage from a German Bund to a Northern German League in 1867 as reshaped by Bismarck. The symbolic functions of general male suffrage are best explained when confronted with the different types of suffrage adopted in the Member States of the German Empire. The book provides in the last chapter a comparative overview of the dynamics of suffrage and electoral rules in all the member States of the Kaiserreich since about 1866 to 1918. Bismarck's project of a unitary State is inquired both from an international and a political-constititutional perspective. The book focuses on the passage from the orders of Ancien Regime to a national State based upon modern juridical subjects such as class, political parties and intermediate bodies. The last chapter offers a comparative profile of all electoral systems of the German states from 1866 to 1918.Il libro offre la prima ricostruzione di lungo periodo della rappresentanza parlamentare e del suffragio negli stati confluiti nell'Impero tedesco, dal Congresso di Vienna alla fine della prima guerra mondiale. La storia del suffragio universale, introdotto da Bismarck nel 1867, viene inquadrata nel complesso sistema costituzionale e federale della Germania imperiale e dei suoi precursori, la Lega tedesca del 1815 e la Lega settentrionale-tedesca del 1866. AL centro della narrazione è la trasformazione degli ordini di antico regime in moderni soggetti giuridici quali classi, partiti e corpi intermedi. Alla ricostruzione delle funzioni simboliche assolte dal suffragio universale maschile si accompagna nel capitolo finale un profilo comparato dei sistemi elettorali nei singoli stati tedeschi dal 1866 al 1918
