During the 1990s, food safety issues became high profile issues for the UK government. First tackled on an ad hoc basis under the leadership of MAFF (Ministry of Agriculture, Fisheries and Food), they led to the reorganisation of the system of food risks management, notably with the creation of the Food Standards Agency. This paper attempts to explain the process of change and to assess its significance. The analysis is based on two approaches popular in political science : new institutionalism and policy networks. I argue that by displaying a distinct institutional setting and new principles, the FSA significantly altered the framework in which policies are made.
