Le bassin minier du Nord -Pas-de-Calais après le charbon ; la difficile gestion de l'héritage spatial

The Nord-Pas-de-Calais coalfield following the coal era : struggling to manage the spatial legacy Mining has left a highly visible legacy on the landscape in the French Northern Basin (in the form of mining towns, derelict lands, coal-tips and various facilities) and the need to convert these obsolete installations constitutes a serious challenge today. Largescale renovations have been carried out in the last 20 years, but the announcement in 1983 that mining was to come a complete halt began to intensify the debate on the future of the Colliery's property. The initial, «selective» approach which favoured capital return gains, the continuation of profit-making activities and the trimming of urban areas, has now been followed by a strategy of global planning which integrates the social, political, ecological and cultural aspects.L'activité extractive a laissé dans le Bassin du Nord un héritage spatial de très grande ampleur (cités minières, friches industrielles, terrils, équipements...) dont la nécessaire adaptation constitue un véritable défi. Une oeuvre considérable de rénovation a été accomplie en 20 ans, mais depuis 1983 l'annonce de l'arrêt définitif de l'extraction a exacerbé les conflits autour du devenir du patrimoine des Houillères. A une logique sélective de rentabilisation du capital, de pérennisation des activités lucratives et de resserrement urbain primitivement suivie a succédé une stratégie d'aménagement global intégrant les enjeux sociaux, politiques, écologiques et culturels.Baudelle Guy.
