The North of the Netherlands is a problem region with a pattern of urbanization which is sharply differing from the patterns in the other parts of the country, mainly because of a lag in economic development. There is only one large city (Groningen) with more than 100.000 inhabitants. And nearly 50% of the population is living in small settlements with less than 5000 people (average in the Netherlands : 14,4% in 1971). This high percentage is diminishing, as does the share of towns between 5 and 20.000 people, whereas towns between 20 and 50.000 were growing rather markedly (1960-1971).
