Groningue et le développement urbain du Nord des Pays-Bas

The North of the Netherlands is a problem region with a pattern of urbanization which is sharply differing from the patterns in the other parts of the country, mainly because of a lag in economic development. There is only one large city (Groningen) with more than 100.000 inhabitants. And nearly 50% of the population is living in small settlements with less than 5000 people (average in the Netherlands : 14,4% in 1971). This high percentage is diminishing, as does the share of towns between 5 and 20.000 people, whereas towns between 20 and 50.000 were growing rather markedly (1960-1971). This pattern of urbanization has been engendered by the regional development policy of the Dutch Government, which by tradition accentuated the development of medium-sized regional service centres. The rise of this category of towns undermined the position held by Groningen as THE CITY in a large part of the North (except Friesland). Because the city of Groningen also lost its former rank as a (small) regional metropolis this town got into a rather difficult position after 1960. Moreover, the original city lost a part of its importance in favour of its suburban area, by the process of suburbanization. The city acquired national notoriety because of its policy with regard to the inner city since 1970. In 1976 the Dutch Government designated the city of Groningen as the only urban centre in the North where an intensified population growth should occur. In order to reach that aim the provincial authorities are striving after a reduction of the number of houses to be built in the suburban area, for the demographic perspectives of the country are not promising large surpluses any longer. The recent economic development however does not favour this policy.Le Nord des Pays-Bas est une «région à problèmes» qui se distingue du reste des Pays-Bas par son armature urbaine. Une ville seulement y compte plus de 100.000 hab., la moitié de la population y habite des localités de moins de 5000 hab. (la moyenne nationale : 14,4% ). Ce pourcentage élevé est bien en baisse, tout comme la proportion des villes de 5 à 20.000 hab. A l'inverse, les villes de 20 à 50.000 hab. s'accroissent remarquablement. Les caractères démographiques de cette urbanisation sont infléchis par la politique de développement régional dont la tendance est de promouvoir les petits centres régionaux de services. La réussite de ces derniers rend précaire la position de Groningue considérée comme LA VILLE d'une grande part du Nord des Pays-Bas (Frise exceptée). Comme d'autre part la ville de Groningue en est venue à perdre son statut de petite métropole régionale, elle se trouve depuis 1960 dans une situation difficile. La ville perd de plus des activités par suite du processus de suburbanisation qui conduit à la formation d'un district urbanisé. La ville de Groningue a pris une grande notoriété aux Pays-Bas par suite de sa politique à l'égard du centre-ville depuis 1970. Le gouvernement néerlandais a désigné en 1976 Groningue comme la seule ville du Nord des Pays-Bas à devoir connaitre une croissance renforcée de la population. Pour parvenir à cette fin, on freine autant que possible la construction de logements dans la zone suburbaine car la croissance démographique aux Pays-Bas en vient à stagner. Le développement économique à son rythme actuel n'est véritablement pas favorable à la politique poursuivie.Het probleemgebied Noord-Nederland heeft een urbanisatiepatroon, dat sterk afwijkt van dat in overig Nederland. Slechts een stad telt meer dan 1 00.000 inwoners ; de helft van de bevolking woont in nederzettingen met minder dan 5000 inwoners. (Nederlands gemiddelde : 14,4% ). Dit hoge percentage neemt wel af, evenals het aandeel van de Steden tussen 5 en 20.000 inwoners. Daarentegen groienden de Steden tussen 20 en 50.000 inwoners vrij aanzienlijk. Dit patroon van de demografische verstedelijking is in de hand gewerkt door het regionale ontwikkelingsbeleid van de Nederlandse regering, waarin een sterke nadruk lag op de kleine regionale verzorgingscentra. De opkomst hiervan ondermijnde de positie van de stad Groningen als DE STAD in een groot deel van Noord-Nederland (buiten Friesland). Doordat zij ook haar status als kleine regionale metropool verloor kwam Groningen na 1960 in een moeilijke positie te verkeren. Bovendien leed de stad funktierverlies door het proces van de suburbanisatie, dat ook leidde tot de vorming van het stadsgewest Groningen. In Nederland kreeg de stad Groningen grote bekendheid wegens haar binnenstadsbeleid sinds 1970. De Nederlandse regering wees in 1976 de stad Groningen aan als de enige stad in Noord-Nederland waar een versterkte bevolkingsgroei moet plaatsvinden. Om dat te bereiken remt men de bouw van woningen in de omgeving zoveel mogelijk af, want de demografische groei stagneert in Nederland.
