A recent ruling by Québec 's Régie of public services pertaining to Radio-Québec 's educational television programming comes here under critical scrutiny. The ruling which orders Radio-Québec to comply to a more constricting definition of educational programming, is based on arguments displaying a clear lack of understanding of what constitutes the basic autonomy of the two systems involved : the mass media and the school.
