Lutte contre l’exploitation sauvage des forêts et commerce illégal de bois : accord de partenariat volontaire Ghana/Union européenne

Reckless lumbering and trading of illegally felled trees, recurrent in Ghana, have become the source of social, economical and environmental damages. This required the setting of an international institutional framework in order to help the country to better manage its forestry resources. With the help of the European Union, an action plan relating to the implementation of forestry regulations, of governance and trade was set up in order to fight deforestation. The plan requires that operators have sufficient warranties to make sure that timber and other forestry products sold on the European market comes from harvesting conforming with the regulations of the original country. The partnership agreement between Ghana and the EU comes from the implementation of this plan. Thus, Ghana in order to meet its obligations has to reinforce its forestry reform so as to fight illegal lumbering, encourage a sustainable forestry management and minimize the adverse effects on the local populations.L’exploitation sauvage des forêts et le commerce du bois illégalement abattu, récurrents au Ghana, sont sources de dégâts sociaux, économiques et environnementaux. Ce qui a nécessité la mise en place d’un cadre institutionnel international pour aider le pays à mieux gérer son patrimoine forestier. A été mis en oeuvre, à l’initiative de l’Union européenne, un plan d’action relatif à l’application des réglementations forestières, la gouvernance et les échanges commerciaux (FLEGT) destiné à lutter contre la déforestation. Le plan impose aux opérateurs l’obtention de garanties suffisantes pour s’assurer que les bois et produits dérivés qu’ils vendent sur le marché européen sont issus d’une récolte conforme à la législation du pays d’origine. L’Accord de partenariat volontaire entre le Ghana et l’UE s’inscrit donc dans le cadre dudit plan et sa mise en oeuvre. Ainsi, le Ghana pour satisfaire à ses engagements, doit renforcer les réformes forestières pour à la fois mieux lutter contre l’exploitation illégale, favoriser une gestion forestière durable et minimiser les impacts négatifs sur les populations.Gnangui Adon.
