" Forest land management in North Vietnam by Governmental and Locals Authorities ; a Model and its Application." Ten years ago, the Vietnam government began to program of forest land allocation to rural households living in mountainous areas. In order to comply with socio-economic as well as environmental objectives, forest land, when allocated, is subject to rather restrictive management conditions. Local study cases reveal that those conditions are not always respected ; some activities have indeed changed while the old manner of farming trees still prevails. Adaptation is facilitated by a very lose governmental control, and this, to be sure, prevents frictions between the exploiters and the State. It is possible that this situation slows...
