La fin des coopératives : la décollectivisation agricole au Nord Viêtnam

The End of Cooperatives : Agricultural Decollectivization in North Vietnam. In North Vietnam, decollectivization is generally considered to have begun in 1988, but it was already going in this direction, to all intents and purposes and without the regime accepting it ideologically, since 1981. Earlier, collectivization had achieved considerable technological progress, but that it had ended in an economic failure was apparent as early as 1976, although the hope that the Great Socialist Agriculture would soon come into existence was maintained throughout the 1976-1980 period. The reforms of 1981 had the result of reapportioning the land to the advantage of families and also led to a strong liberalization of production itself. They do not, however, constitute a completed decollectivization program since the markets remained tightly controlled by the State. It was not until 1988, with «Khoan (Resolution) n°10», then in 1989 with the freeing of the markets, and finally in 1993, with the last real estate reform, that Vietnam completed its decollectivization program, thus eliminating its cooperatives.Au Viêtnam du Nord, la collectivisation de l'agriculture a permis des progrès techniques considérables, et a abouti à un grave échec économique, apparent dès 1976, mais néanmoins renforcé par la fuite en avant qu ' a constitué, entre 1 976 et 1 9 80, l' espoir d'avènement de la grande agriculture socialiste. L'échec encore plus évident de cette politique a conduit aux réformes de 1 98 1 , qui ont, dans les faits, amené une redistribution foncière au profit des ménages et une libéralisation de la production elle-même. Elles ne constituaient cependant pas une décollectivisation aboutie, dans la mesure où les marchés restaient fortement contrôlés par l'Etat. Ce n'est qu'en 1988 avec la «Khoan (résolution) n° 1 0», puis en 1989 avec la libéralisation des marchés, et enfin en 1 993 avec la dernière réforme foncière que le Viêtnam a achevé sa décollectivisation, liquidant de fait ses coopératives. La forte croissance de l'économie agricole qui en a résulté s' accompagne d'une différenciation sociale prononcée, laquelle s'appuie davantage sur les capacités de financement des exploitations familiales que sur leur base foncière.Pillot Didier.
