The article describes the main components of a program developed in 1991 on request from the Inter-regional association of economic cooperation 'Far East and Trans-Baikal' for overcoming the longterm social-economic crisis of the Russian Far East and Trans-Baikal region and a smooth transition of the region to a market economy. The author presents considerations for long-term development policies of the region, as well as issues of the state regional policy with regard to the Far Eastern economic region and Transbaikalia. The paper also discusses emergency measures to stabilize the socio-economic situation and provide the development basis in mentioned regions.
