the paper analyzes the inventory control of the emission of greenhouse gases in the Sverdlovsk Region, and defines the emission trends. The relevance of such analysis is emphasized by the fact that the situation in the Sverdlovsk Region may be the same as in other industrial regions or in Russia in general. The paper determines the key emitting industrial facilities. The authors analyzed the current situation with low-carbon development in Russia, and revealed its relation to the competitiveness of both of the country and of the specific economic entities
