This article aims to analyze the dispersion of the conceptualizations of development linked to the “Second Development Decade”. This dispersion took place within a context of knowledge-based economy, which is shaped by learning and powered by innovation. A context dominated by neoclassical economics, which marked the globalized and financial capitalism of the late twentieth century and the early twenty first century.
