CONSTRUCTION IN THE CONTEXT OF NEW VIEWS ON THE GOALS OF ECONOMIC DEVELOPMENT

Expert format of intensive exchange of points of views is becoming a common form of developing new mutually agreed positions in relation to economic meanings and value judgments. The problems of public administration reform, tax system, perspectives and popular technologies of economic growth, integration of Russian system of higher education in different programs for training and retraining of civil servants and personnel for business, challenges of globalization and other issues were presented quite in detail by the representatives of the Government of Russian Federation and the expert community. METHODS. In contrast to Gaidar Forum, the main attention at the World Economic Forum in Davos was focused on new appraisal approaches to development. Their peculiarity is humanization of the estimated indicators which provides the aspiration of various countries both according to economic development, and the political aspirations to the development of common values. This was shown in the refusal to assess the scale of the economy outside the understanding of the achieved quality of life and the level of satisfaction with human life. RESULTS AND THEIR DISCUSSIONS. Created system of assessments presents new requirements to the framework and space of life, setting new large-scale tasks for the restructuring of the framework and the space of life, before the construction, the introduction of project financial mechanisms, overcoming the problems of pricing, digitalization of investment and construction activities, control, overcoming administrative barriers, and creation of effective communication mechanisms. CONCLUSIONS. Created global trend of focusing on increasing life satisfaction requires industries to provide steady growth for national economies. Being responsible for the quality of life framework, creating and maintaining functions of capital funds, construction should solve the problem of creating a comfortable environment with maximum economic efficiency. This means that we should encourage the development and realization of the potential of human capital, creating "smart housing", developing public spaces, providing personal development, solving the problem of transport accessibility, sufficiency and convenience of jobs, etc. Overall, the importance of construction in the implementation of strategic goals of economic development increases significantl
