This thesis addresses the problem of the organization of querying system on data streams under capacity constraints, such system being user-powered and based on the queries' similarity. Equivalence relations between queries allow to group the participants into communities. Those communities are then used as an abstraction to split the general organization problem into several easier and smaller subproblems. In order to stay language-independent, the organization is based on a simple and modular API, that rely on a query answering using views mechanism, well known in databases.
