The European Union can be considered as the major actor in the Western Balkans in terms of its political and economic impact in the last decade. It is one of the biggest trade partners of the regional countries as well as biggest donor of aid. It has also played an active role in the post-war reconstruction of the states as seen for example in its role in Kosovo and Bosnia-Hercegovina, mainly in terms of institutional structures like EULEX, International Civilian Office and Office of High Representative.
