This book chapter sheds light on what is considered to be the right regulatory framework for the Circular Economy transition and what impact this projected framework would have on Waste-to-Energy practices. With this in mind, the existing legal framework for waste is explained. This provides an understanding of how WtE practices are currently regulated under EU waste law. Next, the 2015 Circular Economy Package is explained in order to present the proposals for changing the framework. It includes a comprehensive explanation of the policy roots of the CE Package.
