Institutionality around the carbon markets and the mechanisms established by the Kyoto Protoco

El artículo presenta un acercamiento a las instituciones y regulaciones derivadas de la UNFCCC y el Protocolo de Kioto. Se analiza el comportamiento de los mercados de reducción de emisiones en sus ya casi tres años de funcionamiento, especialmente la inestabilidad de los precios en los diversos mercados europeos y su relación con los CER, estos últimos emitidos gracias a los proyectos provenientes del Mecanismo de Desarrollo Limpio (MDL) desarrollados en los países en vías de desarrollo. Se establecen los alcances y limitaciones del MDL y finalmente se concluye acerca de las perspectivas de estos mercados y sus oportunidades.This article presents an approach to the institutions and regulations derived from the UNFCCC and the Kyoto Protocol. It is analyzed the performance of emission reductions markets during its three years of operations, mainly the instability of prices in European markets and their relationships with CER’s, which are issued because of the projects from de Clean Development Mechanism (CDM) from developing countries. The article also establishes the achievements and limitations of CDM as well as the perspectives of these markets and its opportunities
