This study intends to investigate the results of a national survey on special classes conducted by the Ministry of Education at the end of the Taisho Era, in order to grasp the actual state of special class for “weak-minded children” (“children with poor academic performance” in the present-day idea) in the prewar days in Japan. It also aims to clarify the actual state of education at elementary schools that were indicated by the then Ministry of Education “to be referred to when forming a special class,” that is to say, elementary schools commended by the Ministry of Education.
