The purpose of this study is to suggest a solution of improving the collaboration system between Maulmandulgi and Urban Planning. This study analyzed the collaboration system from three aspects(administration, institutional system, resident-participation) by comparing Setagaya-ku(Tokyo, Japan) with Buk-gu(Gwangju). The results of study are as follows. First, In the side of administration, It is needed to build up the cooperative system between departments of Maulmandulgi and Urban planning. Second, In the side of institutional system, It is need by the linkage of the law which is related or the plan. Third, In the side of resident-participation, the system which the community of residents can used to suggest the plan should be prepared
