A recently developed cell dynamical system model for atmospheric flows is described. This model predicts the observed self-organized critically as a natural consequence of quantum-like mechanics governing flow dynamics. In this model, the four dimensional, real world spacetime continuum fluctuation are manifestation of the superposition of a hierarchical continuum of eddy circulations, whose centripetal acceleration add cumulatively to represent the inertial mass, which is equivalent to the gravitational mass
