Universal health insurance has been a source of both promise and peril for the Clinton Administration. The promise was most evident in the early months of 1993, following candidate Clinton\u27s effective use of the problems of American healthcare in the 1992 presidential campaign. A healthcare reform plan, the nation was told, would be unveiled in April, 1993; the unveiling was then postponed, in turn, to May, June, August, and September. Despite the predictable grousing of interest groups left out of the initial design phase, anticipation of the plan was great
