Evolution de la gestion des dunes domaniales : les nouvelles stratégies

International audienceFrom the south of Brittany to the Pyrenean Range, 358 km of state-owned dunes have been managed since the 19th century by the "Eauxet Forêts", a French national office which was created in the 13th century and replaced by the Office National des Forêts (ONF) in 1964. Themain objective was dune afforestation as dune mobility was seen as the greatest hazard. From 1862 foresters’ mission consisted in fixingcoastal dune areas and creating and managing new forest zones behind. First they trapped the sand and covered dunes with vegetation(sometimes with trees when possible). Then they maintained the newly stabilized dune and managed the forest areas with traditional practices.This type of management (sand fixation and dune afforestation) lasted until the late 1970s. In the early 1980s, under the influence ofscientists and the emergence of new concepts of biodiversity in public policies due to social pressure and new regulations on internationaland European scales, foresters have reconsidered their management practices and adopted a ‘flexible control of the coastal dune’ whenengaged in reducing wind deflation (with windbreaks and thatching the dune surface etc.) and favoring the plants best adapted to thedune environment. Management of the state-owned dunes has evolved towards a better overall consideration of the various functions thatthe society assigns to them: prevention of sand invasion of the hinterland; protection of some rare and original ecosystems, landscapes andplaces of interest (for instance the ‘grey’ dune is a priority habitat in the EU Habitats Directive (Council Directive 92/43/EEC); contribution tosustainable tourism; control of marine erosion through the sand stored in the foredune as it nourishes the beach during storm events. Sincemarine erosion increased significantly over the past 20 years, the multifunctionality of coastal dune barriers has been widely legitimized. Moreover,a new function appeared as some dunes might play a major role in preventing coastal hazards, especially flooding. Indeed, dunesstore a large part of the coastal sediment supply and play several direct and indirect roles to prevent coastline retreat and marine flooding:dissipation of hydrodynamic energy in coastal areas; contribution to the sediment equilibrium of the dune-beach system by natural sandreplenishment of the beach during storm events; natural protection of low-lying coastal areas against sea flooding. While the role of coastaldunes to prevent natural hazards appears more and more significant, ONF by its great experience now helps the French State identifyingdune ridges that can provide coastal protection.Entre le sud de la Bretagne et les Pyrénées, 358 km de dunes domaniales gérées par l’ONF proviennent de l’action historique de boisementdes dunes par l’Etat au XIXe siècle. En effet, dans le passé, c’est la mobilité des dunes qui était ressentie comme un danger. La mission desforestiers, à partir de 1862, a été de fixer les envols sableux qui menaçaient les zones rétro-littorales et de gérer les forêts créées. Au début desannées 1980, sous l’influence du monde scientifique et l’émergence des notions de biodiversité dans les politiques publiques, les forestiers ontrepensé leur mode de gestion et mis au point la technique dite du « contrôle souple de la dune littorale », qui consiste à réduire l’érosion duvent (rideaux brise-vent, couvertures de branchages...) pour favoriser le bon développement des végétaux adaptés à ce milieu. Face auxphénomènes d’érosion marine qui se sont sensiblement accrus au cours des 20 dernières années, une nouvelle fonction est venue s’ajouteraux précédentes car certaines dunes jouent en effet un rôle prépondérant dans la lutte contre les aléas côtiers, et en particulier la submersion.Alors que les dunes se voient assigner une nouvelle mission de protection contre certains risques naturels, l’ONF a mis à la disposition de l’Etat sonexpérience de gestionnaire afin de faciliter l’identification des cordons dunaires qui jouent un rôle de protection contre la submersion marinemême s’ils restent difficiles à identifier et à prendre en compte dans les différents outils de prévention des risques. En étroite collaboration avecle CEREMA, établissement public expert pour ce qui concerne les risques littoraux, une étude est lancée pour fournir à l’Etat des éléments enmatière de prévention des risques et de traitement des cordons dunaires sensibles
