The method used in this research is normative-sociological approach. From the results of this thesis research was concluded factors into rasiologis government policy to sink the foreign fishing vessels that enter into the territory perariran Indonesia, namely: (a) That the ship nalayan foreigners operating in the sea area Indonesia does not have operating permits for fishing by Perudang rules and regulations that apply. (B) That the drownings do in the sovereign territory of Indonesia and the sovereign rights (exclusive economic zone). (C) That the act of drownings on the basis of valid legal basis, namely Article 69 paragraph (4) of Law No. 45 of 2009 on Fisheries. (D) That other countries that want to protest should understand the actions of illegal fishing by foreign vessels. Indonesia has been impaired significantly. The omission of the foreign boats fishing illegally would continue to bring greater losses for Indonesia. (E) That the sinking undertaken will pay attention to the safety of the crew.
