Assessment of the effectiveness of government extension methods for tree seeding production on Leyte Island, The Philippines: Preliminary Findings

The Philippine Department of Environment and Natural Resources, Region 8, has generated and extended various forms of Environmental and Natural Resources (ENR) technology including tree seedling technology such as publications, training sessions, demonstrations to nursery operators and other clients together with the more interpersonal methods of rendering technical assistance. Much of the extension material generated and distributed by this agency are in the form of brochures, primers and pamphlets and on average at least one training session has been conducted on each topic every year. A Bayesian Belief Network (BBN) model has been developed to assess the receptiveness to technologies on seedling production and management disseminated by the government agency, and the effectiveness of its dissemination strategies. The analysis will provide useful guidelines for policy-makers in advocating policy changes to create lasting positive effects for the users of this technology in the production of high quality tree seedlings. Preliminary findings suggest that hands-on training is among the most preferred methods of delivery if information on tree seedling culture were to be provided for the three nursery groups interviewed (communal, private and government). Moderately constraining problems for technology adoption were encountered by some nursery operators, including inadequacy of funds and supplies in order to sustain their nursery operations
