The library of the 21st century represents the distance away from the axis that until now had been fundamental, which was the building of collections in order to orient its objectives towards the construction of human capital, relationships and networks of knowledge in the community. In this new environment, people are at the heart of the library's mission to inspire and nurture learning, advance knowledge and foster and strengthen inclusive communities. In this environment where the community is at the centre of library interests, librarians help people navigate new technologies, manage data and meet their information needs to reap the full benefits of the knowledge society. In addition to providing resources and expertise to provide individualized learning and social experiences, the public library thus offers a high-level participatory experience to support the personal and collective goals of each individual and their community. This participatory value and identification with the interests of their communities creates the social fabric that is most conducive to libraries' positioning as intervention and emergency centres in critical situations, such as natural disasters or social emergencies where the library becomes a primary resource for resilience and recovery
