Financement des dépenses sociales : les apports d'une approche de long terme

International audienceThis paper seeks to show how the long term financing of social spending has influenced the structure of economic growth. Since the early nineteenth century, french social spendings have periodically increased as elements of the overcoming of economic crisis. The construction of a historical synthetic indicator called index of social infrastructure for human development (ISIDH) allows us to show that social spendings have become structural components of economic growth. The analysis of the funding of ISIDH signals a common pattern of evolution of its different components: social spendings tend to become more driven by productive concerns than by redistributive issues.L'objet de cet article est de montrer le caractère structurant des dépenses sociales pour la croissance à partir de l'analyse de leurs financements sur le long terme. En France, depuis le début du 19 ème siècle, les dépenses sociales progressent périodiquement : elles constituent un élément de sortie des longues phases de dépression. Cette caractéristique commune nous permet de construire un indicateur synthétique dit d'infrastructure sociale du développement humain et de montrer comment les dépenses sociales deviennent une composante structurelle de la croissance. L'étude du financement de cette infrastructure sociale précise les modalités suivant lesquelles elle s'établit dans le temps : les dépenses sociales, moins qu'une question de redistribution, pose le problème de leur caractère de plus en plus productif.
