PUBLIC ADMINISTRATION AND PLANNING IN THE BRAZILIAN STATE: WHAT IS THE CONTRIBUTION TO BE DONE BY ADMINISTRATIVE LAW?

<p>This article defends the vital importance of systematized planning for the Brazilian Public Administration. The analysis goes through the description of the history of use of the instrument by the Brazilian State before the 1988 Constitution, presenting a reading of the role of planning in the economic programs between 1950 and 1988. It is defended the reinforcement to the mandatory institutionalization of planning in the studies of Administrative Law, Highlighting its functionality to assist the performance of a public management that is committed to democratic participation, efficiency and effectiveness of actions guaranteeing access to fundamental rights and promoting development. The article especially addresses the construction of the action of planning observing democratic values ​​with the prediction of popular participation in the decisions that involve the definition of public policies, costs and resources, promoting a dialogical culture of the Administration with the society, to be supported substantially By the recognition of planning, by Administrative Law, as an institute to compose the legal regime of the Brazilian Public Administration.
