Sostenibilidad en las instituciones microfinancieras: ¿la regulación hace alguna diferencia?

Microfinance is a tool to solve problems of the limited access to finance services among low-income earners and thereby promote inclusion. It is important that entities offering such services are sustainable, both currently and into the future. Today some microfinance institutions believe that the way to obtain better financial results and to reach poor clients is through regulation. This paper has investigated the factors that determine sustainability (measured byself-sufficiency) and the extent to which regulation matters. Microfinance also has a social objective, and we seek to determine whether the interest variable influences performance. Using a simple theoretical model, we offer a method to analyze the financial and social objectives. Using statistical and econometric tools, the article looks at the differences between the diverse types of microfinance entities (regulated and non-regulated). It finds that regulation is less significant in financial sustainability and social outreach since any improvement in the results of the entity depends of the characteristics of the institution itself. However, there could be indirect benefits from regulation if regulation is the only way for IMFs to access to more financial funding.Las microfinanzas son una herramienta que surge para solucionar los problemas de limitado acceso a los servicios financieros para personas de bajos recursos, con el propósito de lograr su inclusión. Por lo tanto, es importante que la entidad que preste esta clase de servicios sea sostenible en el tiempo. Algunas instituciones microfinancieras, hoy en día, creen que la manera de obtener mejores resultados financieros y llegar al cliente pobre es por medio de la regulación. El objetivo de este trabajo es evaluar qué factores determinan la mejora de la sostenibilidad medida mediante la autosuficiencia, y si es que la regulación tiene alguna implicancia en ella. Además, debido a que las microfinanzas también tienen un objetivo social, determinar si la misma variable de interés influye en este desempeño. De esta manera, mediante un modelo teórico simple, proponemos una manera de esquematizar los objetivos, tanto el financiero como el social. Y por medio de herramientas estadísticas y econométricas buscamos comprender las diferencias entre los distintos tipos de entidades microfinancieras (reguladas y no reguladas). Se concluye que la regulación es poco significativa en la sostenibilidad financiera y el alcance social, ya que una mejora en los resultados de la entidad depende de lascaracterísticas propias de la institución. Sin embargo podría ser beneficiosa indirectamente, si la regulación es la única forma para las IMF de acceder a mayores fondos de financiamiento
