The right to free primary education has been classified by the Doctrine as an economic, social and cultural right (ESCR), and recognized in International Law in: the Universal Declaration of Human Rights, the International Covenant on Economic, Social and Cultural Rights, the American Declaration of Rights and Duties of Man, and the Protocol of San Salvador. Ecuador’s Political Constitution, its Children’s Law and Education Law recognize and guarantee this right.
