This research aimed to find out the appropriate an English syllabus to development economics student based on higher order thinking skills. This study was designed as a research and development method. According to Sugiyono, the steps are referred by R & D cycle to this research consist of: (1) indentification of problem, (2) collecting data, (3) designing a syllabus, (4) validating the syllabus, (5) revising the syllabus, (6) tryout the syllabus (7) final the syllabus. The instrument used a set of questionnaire items to collect the needs analysis and a set questions of interview to collect an add information about need analysis of the students.
