It reviews current practices regarding the involvement of refugees in day — to—day projects and activities in a refugee emergency. It describes the ways that refugees usually participate, the reasons why refugee involvement is not greater than it currently is, and some cases where refugee participation has achieved a higher than normal degree of involvement. The importance of refugee participation is discussed, and opportunities for increasing refugee participation in all phases of an emergency operation are described
