Structure des réseaux de transport et déréglementation

International audienceThe reforms which currently affect the air and railway transport industries in Europe are far from being neutral for the structures of the networks concerned (“historical” operators and newcomers). Indeed, they were carried out without calling into question the rights of exploitation of the existing companies, nor increasing the capacities of routing while at the same time many bottlenecks already existed before the process of deregulation was launched.One can thus wonder about the impact of these technical limits on the strategies of the players of the market as well as on the privileged forms of networks. In the field of air transport, the unsufficient capacity of the largest airports makes the preexistent players out of reach of any serious competition on their bases. In the railway sector, the congestion of the most important nodes of the network and some very attended corridors hinders the arrival of newcomers.Financial limits must be added to those technical limits: the end of the public monopolies of service calls into question the equalization which the national companies could support between profitable and not-profitable routes. The maintenance of the most fragile connections is thus subordinated to an increase in the public subsidies, which goes against the guiding principle of the deregulation.This situation results in substantial rents for the preexistent operators, who can freely reorganize their services. Newcomers must adopt strategies of niche, being based on flows of traffics or categories of customers that do not attrach incumbent operators. One can wonder whether these strategies constitute a first stage before a keener competition which would rest upon solid bases and an experiment of growth in a confined milieu, as shown by market trends in the United States, or if the particular configuration of the European market will prevent this type of evolution.Les réformes qui touchent actuellement les secteurs des transports aériens et ferroviaires en Europe sont loin d’être neutres pour les structures des réseaux concernés (exploitants “historiques” et nouveaux entrants). En effet, elles se sont faites sans remise en cause des droits d’exploitation des compagnies en place, ni augmentation significative des capacités d’acheminement alors que de nombreux goulets d’étranglement existaient avant même que le processus de déréglementation ne soit lancé.On peut donc s’interroger sur l’impact des limites techniques identifiées sur les stratégies des acteurs du marché ainsi que sur les formes de réseaux privilégiées. Dans le domaine du transport aérien, la capacité des grands aéroports pose problème, ce qui rend les acteurs préexistants hors d’atteinte de toute concurrence sérieuse sur leurs bases. Dans le secteur ferroviaire, la congestion des noeuds importants du réseau et de quelques corridors très fréquentés rend difficile l’arrivée de nouveaux entrants.Aux limites techniques s’ajoutent des limites financières : la fin des monopoles publics de desserte sonne le glas de la péréquation que les compagnies nationales pouvaient supporter entre dessertes rentables et non-rentables. Le maintien des liaisons les plus fragiles est donc subordonné à une augmentation des subventions publiques, ce qui va à l’encontre du principe fondateur de la déréglementation.Il en résulte des rentes de situation très favorables pour les acteurs préexistants, qui peuvent réorganiser sans grande contrainte leurs dessertes. Les nouveaux entrants doivent pour leur part adopter des stratégies de niche, s’appuyant sur des flux de trafics ou des catégories de clientèle intéressant peu les opérateurs historiques. On peut se demander si ces stratégies constituent un premier pas avant une concurrence plus frontale qui s’appuiera sur des bases solides et une expérience de croissance en milieu confiné, ainsi que semble le montrer l’évolution du marché aux États-Unis, ou bien si la configuration particulière du marché Européen empêchera ce type d’évolution
