DESIGN OF A HTS INSERT TEST FACILITYFermilab is working on the development of high field magnet systems for ionization cooling of muon beams. A modular setup used to test at external magnetic fields of up to 14 T in liquid Helium a number of double-layer pancake coils made of 1G and 2G high temperature superconducting materials (HTS) is herein described. First the magnetic analysis of the magnet system is shown. Then Lorentz forces are calculated, and the mechanical analysis is described for the design that was chosen for the mechanical structure. Finally first test results are shown for HTS coils made of a number of double pancakes, and their test results compared with the short sample limit predictions
