Análisis y evaluación de la sostenibilidad en proyectos de vivienda de interés social en Latinoamérica

In view of the thousands of social interest housing projects being carried out in Latin America, the question arises of what these new spaces offer in terms of habitability, well-being and environmental responsibility. However, these developments reflect the fact that the focus has been more numerical than systemic, which leads us to infer a profound lack of knowledge of the human and geographic diversity in question. The main objectives of this study are to analyse and evaluate how sustainable the social interest housing projects in Latin America are. It proposes a research model based on the use of a series of factors and variables that allow for the definition, analysis and consideration of the human and environmental impacts of these projects on the residents, the local environment and the territory. In terms of methodology, the research was split into 5 phases, in order: I. Theory and concept, II. Methodology proposal, III. Case study of Antioquia, Colombia, IV. Contrast in the Latin American case and, finally, V. Proposal stage. Following this scheme, the housing projects are presented from their first mentions in international legislation and the related concepts of habitat and sustainability are considered. Also covered are the proposals for territorial diversity and regionalisation as ways to understand the relationships people have with the places where they have settled. Later, the proposed methodology was implemented in Antioquia, Colombia, with the objective of studying rural and urban housing in 7 socio-environmental fields by analysing, both quantitatively and qualitatively, 6 fundamental groups of factors: Physical Structure and Spatial, Material and Technology, Thermal-Acoustic-Luminous, Physical Environment, Socio-Cultural and Economy, Institutional and Participatory. This allows for a comprehensive view of the land and the housing. In response to this proposal, three cases from Mexico, Colombia and Brazil were considered in unison, with special emphasis placed on the coherence of the legislative guidelines with the materiality of the housing. Following on from this, the levels of habitability and sustainability offered by these complexes as measured via satisfaction surveys and the technical analysis of the materiality were considered. For this exercise, a total of 13 social housing complexes were compared and evaluated, starting from the legislation of the three countries and continuing with the meticulous investigation of three key factors to find out: the characteristics of the siting and lands, meaning the use of the building land and the level of integration with the municipality and region; the materiality and design of the housing, in terms of materials and technology used and the habitability offered by the schemes; the social and economic component, with special consideration of the ability of these projects to strengthen social, community and participatory schemes. Finally, in order to make the housing a more pleasant and sustainable environment, suggestions for improvements from experts on the topic of social housing were considered. This kaleidoscope of suggestions also incorporated the findings and proposals from this research. All in all, the methodology proposed here offers a comprehensive overview of the current state of social interest housing in Latin America and allows for the consideration of its viability in terms of connectivity, urban integration, city creation, environmental impact and social resilience.Ante el panorama de miles de proyectos de vivienda de interés social que se están llevando a cabo en América Latina, surge la pregunta por las condiciones que ofrecen estos nuevos espacios en términos de habitabilidad, bienestar y responsabilidad ambiental. No obstante, estos desarrollos reflejan que han sido llevados a cabo desde un enfoque más numérico que sistémico, lo que permite inferir el profundo desconocimiento de la diversidad humana y geográfica establecida allí. El objetivo principal de esta investigación se orienta al análisis y evaluación del componente de sostenibilidad que ofrecen los proyectos de Vivienda de Interés Social en Latinoamérica. Propone un modelo de investigación que se basa en la aplicación de una serie de factores y variables que permiten describir, analizar y ponderar los impactos humanos y ambientales de estos proyectos en la comunidad residente, el entorno cercano y el territorio. A nivel metodológico se implementaron 5 fases a lo largo de la investigación, que son en orden: I. Teórica y conceptual, II. Propuesta metodológica, III. Caso de aplicación en Antioquia, Colombia, IV. Contrastación en el caso latinoamericano y, por último, V. Fase propositiva. De esta manera, se presentó la vivienda desde sus primeras menciones en la legislación internacional, pasando por la vecindad suya con los conceptos de hábitat y sostenibilidad, y abarcando, además, las propuestas de la diversidad territorial y la regionalización como métodos de comprensión de las relaciones que sostienen las personas con el territorio donde esta se asienta. Posteriormente, a partir de la elaboración de la propuesta metodológica se llevó a cabo su implementación en Antioquia, teniendo como objeto de estudio la vivienda urbana y rural en 7 áreas socioambientales, a partir del análisis cuantitativo y cualitativo enmarcados en 6 factores fundamentales de análisis: físico espacial, físico ambiental, material y tecnológico, térmico-acústico-lumínico, sociocultural y económico, e institucional y participativo, lo que permitió un mirada integral del territorio y de la vivienda. Luego, al replicar esta misma propuesta, tomando en conjunto los casos de la vivienda de interés social emplazada en 3 estados de México, Colombia y Brasil, se hizo especial énfasis en la coherencia de los lineamientos legislativos con la materialidad de la vivienda, y con ello se ponderó los niveles de habitabilidad y sostenibilidad que ofrecieron estos conjuntos habitacionales a partir de las encuestas de satisfacción y los respectivos análisis técnicos relacionados con la materialidad. Mediante este ejercicio de contrastación se evaluaron 13 conjuntos habitacionales sociales en total, desde la legislación producida por estos 3 países se procede con indagación meticulosa de 3 factores eje, a saber: los rasgos del emplazamiento y el territorio, esto es el uso del suelo urbanizable y su nivel de integración urbano con lo municipal y regional, la materialidad y el diseño de la vivienda, en términos de las respuestas materiales, tecnológicas y de habitabilidad que ofrece el entramado físico entregado, y el componente social y económico, poniendo en especial consideración la capacidad de esos proyectos de fortalecer la urdimbre de lo social, lo comunitario y lo participativo. Finalmente, en el orden de hacer de la vivienda un hábitat más ameno y sustentable entraron en consideración las propuestas de mejoramiento de expertos en el tema de vivienda con enfoque social, y se creó un mosaico de sugerencias en las que se integraron los hallazgos y propuestas obtenidas durante la investigación. Con todo, la propuesta metodológica presentada acá ofrece una mirada integral sobre el estado actual de la vivienda de interés social en Latinoamérica que permite considerar su viabilidad en términos de conectividad, integración urbana, creación de ciudad, impacto ambiental y resiliencia social
