Truancy in elementary school in Nova Iguaçu: political and cultural dimensions.

A presente pesquisa pretende investigar o panorama da evasão escolar, em particular, em nível municipal, numa abordagem às escolas de Nova Iguaçu, correlacionando às políticas públicas implementadas no Brasil e na referida cidade da Baixada Fluminense. Trataremos do impacto que tais políticas refletem na tentativa de erradicação do abandono escolar, bem como as leis vigentes no país, relativas ao temário. Trata-se de uma pesquisa qualitativa, de caráter descritivo-analítico, envolvendo o estudo de documentos oficiais oriundos da Secretaria Municipal de Nova Iguaçu, quanto à evasão escolar, abarcando também a análise da consequência do abandono escolar em resultados do IDEB na Prova Brasil e em políticas públicas que se proponham a oferecer proteção a indivíduos considerados vulneráveis, como o Programa Bolsa Família. Os anos de 2013 e de 2014 serão tomados nesse estudo, tendo como lócus o município supramencionado. Pretendemos dar ênfase ao caráter vulnerável dos que estão fora da escola a partir da Ficha Individual de Comunicação de Aluno Infrequente (FICAI) e dos Relatórios encaminhados ao Serviço de Orientação Educacional/SEMED das ações desenvolvidas pelas escolas frente aos dilemas que envolvem o aluno evadido. Para o desenvolvimento da pesquisa, nos baseamos nos estudos de Aquino (1998), Bhabha (1998), Barreiros (2009) e Ball (1992, 2001, 2006), dentre outros que nos auxiliarão na análise do fenômeno da evasão escolar. Consideramos que a visibilidade do reflexo do abandono escolar é imperial para a construção permanente do sistema educacional, contudo se utilizada tão-só para comparar resultados, expressos em números, ignorando que deles brotam histórias e seus sujeitos, não haverá coerência para uma sociedade que promulga promover equidade social.This research aims to investigate the landscape of truancy, particularly at the municipal level, an approach to Nova Iguaçu schools, correlating the public policies implemented in Brazil and that city of Baixada Fluminense. We will address the impact that such policies reflect in an attempt to eradicate the dropout and the laws of the country, on the agenda. This is a qualitative, descriptive and analytical character, involving the study of official documents from the Municipal Nova Iguaçu, as the truancy, also covering the analysis of the result of school leavers in IDEB results of the trial Brazil and public policies that propose to offer protection to individuals considered vulnerable, such as the Bolsa Família Program. The years 2013 and 2014 will be taken in this study, having as a locus the above mentioned municipality. We intend to emphasize the vulnerable character of those who are out of school from the Single Sheet infrequent student communication (tarry) and the Signpost Service sent Reports educational / SEMED the actions developed by schools face the dilemmas involving evaded student. For the development of research we rely on Aquino studies (1998), Bhabha (1998), Barreiros (2009) and Ball (1992, 2001, 2006), among others who assisted in the analysis of the dropout phenomenon.
