Implementasi Kebijakan Jaksa Agung Tentang Pembentukan dan Pelaksanaan Tugas Tim Pengawal, Pengaman Pemerintahan dan Pembangunan Daerah (Studi Sosio Legal pada Kejaksaan Negeri Pontianak)

This thesis discusses the implementation of the policy of the Attorney General on the Establishment and Duties Team Guards, Security Administration and Regional Development (TP4D) at the State Attorney Pontianak. In addition it also has the goal of which is to reveal and analyze the technical and juridical in implementing the policy of the Attorney General on the Establishment and Duties Team Guards, Security Administration and Regional Development at the State Attorney Pontianak and efforts to overcome the technical obstacles and juridical in implementing the policy of the Attorney General on Establishment and Implementation of Duties of the Guard, Security and Governance Team at the Pontianak District Attorney. Through literature study using the approach of socio-legal conclusion that, in practice, the policy of the Attorney General issued a Decree of the Attorney General of the Republic of Indonesia Number: KEP-152/A/JA/10/2015 concerning the Formation Team Guards, Security Governance and Development (TP4) and instructions for the Attorney General of Republic of Indonesia Number: INS-001/A/JA/10/2015 on the Establishment and Duties TP4P and TP4D can not be implemented to the fullest with the government agencies of the region. As for technical and juridical in implementing the policy of the Attorney General on the Establishment and Duties TP4D the State Attorney Pontianak is the perception of local officials in government institutions Pontianak City that TP4D only find fault and wants to interfere in the implementation of development activities The areas and members of TP4D that have been formed have not been fully trained with regard to procedures and mechanisms of the SKPD mentoring process. In addition, the assumption that the formation of TP4D at the Pontianak District Attorney is considered to have no legal force because it is only a decision and instructions for internal Justice. Efforts to overcome technical obstacles and juridical in implementing the policy of the Attorney General on the Establishment and Duties TP4D the State Attorney Pontianak are to: (a) To provide an understanding to SKPD Government of Pontianak City that the establishment TP4D not to find fault in the implementation of activities Regional development, but instead advises against irregularities or misappropriation in the use of regional financial budgets; (b) Increase the resources of TP4D members through trainings regarding the procedures and mechanisms of the mentoring process to the SKPD; And (c) Requesting the President through the Attorney General of the Republic of Indonesia to enact legislation in the form of a Presidential Regulation in order for TP4D to have a legal standing
