The purpose of this paper is to clarify the regional disparities and their factors in Inner-Mongolia, China, and thereby understand the current situation and structure of economic development process. It is expected to provide a ground to design a policy for regional development. Income levels and economic growth rates will be used as the indicators of regional disparities, and the factors will be extracted from many different aspects (dimensions) such as natural environment, human resources, industrial structure, infrastructure, opening measure, financial standing, and others.
