In an urban environment the individual is unable to function independent of other people. To fill even basic needs for food, shelter, and clothing, he must successfully become a part of the social system. To assist people in obtaining these, programs have developed in the areas of employment, housing, health, and welfare as well as other areas related to man\u27s life in Ln urbah environment. The provision of these programs does not automatically insure that needs will be met. The individual still must make a positive response before a service can be delivered.
