NGOs have been consistently excluded from multilateral proceedings in the security and disarmament sector where states are concerned about their national security interests. And yet, they have found avenues to participate in the multilateral process through the negotiation of treaties, provision of expert research and testimony, systematic monitoring of state compliance, documentation of UN proceedings, and even as members of government delegations.
