Fisheries in Bohai Sea occur in an ecosystem, with different provinces conducting fishing activities on different species using different gears. Coordination of government actions continues to be a problem, as there exists many contradictions between different sectoral planning approaches. With the absence of a holistic institutional framework of management mechanism, coastal and marine resources are being destroyed.
