Globalisation can be characterised, Giddens (1994) suggests, as a process of \u27intensified reflexivity\u27 that creates the conditions for \u27a world of clever people\u27. Information and Communication Technologies (ICTs) are fundamental to globalisation and they have also been incorporated into the new educational technologies deployed by educators to (re)create \u27a world of clever people\u27.
