peer reviewedBelgium is a typical dyadic federation and characterized by a dual federalism. This bipolar dynamics is politically enforced in the obligation for a linguistic parity between Dutch- and French-speaking ministers in the federal Council of Ministers. In Brussels, a similar rule applies in the different governments.
