Conception and development of a structured approach adapted to integrated forest management based on multicriteria decision-making techniques

Les objectifs de cette étude ont consisté à concevoir une approche permettant de conduire une gestion forestière intégrée de manière rigoureuse et structurée. Ce type de gestion peut être défini comme une "gestion multi-fonctionnelle concertée" ou, en d'autres termes, comme une gestion prenant en considération l'ensemble des objectifs susceptibles d'être poursuivis ainsi que l'ensemble des avis des acteurs concernés par le milieu forestier. Il admet la subjectivité des intervenants considérant qu'une solution objectivement optimale n'existe pas. L'approche proposée consiste en une évaluation et une comparaison multicritère d'alternatives de gestion potentielles dont l'application doit pouvoir être simulée de manière à en appréhender les conséquences sur les caractéristiques des massifs forestiers. Puis, des critères et indicateurs sont utilisés pour évaluer dans quelle mesure chaque alternative permet de rencontrer chacun des objectifs, préalablement explicités. Cette évaluation multicritère constitue le point de départ des comparaisons entre les alternatives de gestion (méthode d'analyse multicritère ELECTRE III) en vue de procéder à des recommandations au décideur. Les outils permettant d'appliquer cette approche au contexte de la gestion des forêts publiques en région tempérée européenne ont été développés et un exemple d'application ayant pour cadre une propriété forestière communale située en Région wallonne et couvrant une étendue d'un peu plus de 800 hectares a alors permis d'illustrer et de commenter l'approche suggérée.The main aim of this study was to develop a rigorous and structured approach to integrated forest management. This type of management can be defined as "concerted multi-purpose management" and takes into account all the objectives that forest management should fulfil as well as the opinions of all the actors involved in the forestry sector. It integrates the subjectivity of the actors because there is no objectively optimal solution. The proposed approach consists of an evaluation and a multicriteria comparison of possible management alternatives. Based on simulations, these management options and the consequences of their application on the characteristics of forests have to be apprehended, using scenario modelling. Various criteria and indicators are then used to assess the capacity of each alternative to achieve each pre-defined objective. This assessment is the starting point for comparisons between the management alternatives, based on the multicriteria decision-making technique ELECTRE III, with a view to making recommendations to the decision-maker. The tools required to apply this approach in the context of temperate European public forests have been developed and a pilot project involving their application in a public forest covering some 800 hectares in the Walloon region provided an opportunity to illustrate and comment on the proposed approach
