[[abstract]]The main purpose of this research is to investigate elementary school principals’ positive leadership and learning culture on effectiveness of school innovation management .The ranges of this research are Taipei City in Taiwan, Shanghai City in Mainland and Hong-Kong Area. Taking samples conclude principals, directors, team-chiefs, and teachers. It proceeds in questionnaire survey, focus-group interview, and interview. Integrating quantitative and qualitative data are for analyzing their differences.
