[[alternative]]Administrative Reform of Vocational Education in the People’s Republic of China.

[[abstract]]This study was trying to understand the change and renovation of vocational education in the People’s Republic of China through the review of administrative reform.Based on the above motivation, the author tried to look into the background, content, scope, effects, and problems of vocational education in Mainland China since1978. The analytical framework of the study was based on the systems theory which developed from the sciences of politics. The methodological steps were to review the related literatures to identify the process of administrative reform in Mainland China since 1978, define the scope of administrative reform and vocational education, and relate them to the economic and social situations in China. The subsequent steps were to explore the changes in the areas of organization, power, leadership, planning, policy-making, supervision, evaluation, personnel management and expenditures. This study also included an case study in a vocational high school and a municipal educational administrative agency to find the reform’s effects . After an introductory part dealing with the research perspectives, the following chapter provided background materials regarding the traits of administrative reform, the economic and political specialities, and the difficulities of vocational education. Chapter 3-5 examined the administrative reform of the organizations, process, personnel management and expenditures of vocational education in order to show the changes and promotions in these areas over the past twenty years. Chapter 6 represented an attempt to verify the actual doing in a vocation high school and a municipal educational administrative agency. Chapter 7 defined the merits and demerits of every reform’s measures and reviewed the limitations and resistence of administrative implementation of reform’s policy. The final chapter sumed up the conclusions and enlightments of this study and seeked to find some suggestions for the vocational education administrators.
